SBA 8(A) PROGRAM SOLE SOURCE
The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors. Contract Officers can award a sole-source 8(a) contract if they determine that the certified company has the capabilities to perform the work, the contract can be awarded at a fair market price, and the government estimate does not exceed $4.5 million, according to 8(a) Sole Source Limitations at FAR 19.805-1(a)(2)
8(a) Sole-Source Contract Process
CoreTech is a participant in the SBA 8(a) program. Federal law allows agencies to award sole source contracts to the SBA on behalf of an eligible 8(a) firm of Agencies choice. No competition is necessary. Service contracts can be awarded up to $4,500,000.

• How to Award a Direct 8(a) Sole Source Contract to CoreTech:
• The Government PM develops a Statement of Work and identifies and secures funding
• The Government PM selects CoreTech to perform the work and coordinates with Agency Contracting Officer
• The Contracting Officer prepares an Offer Letter for submission to the SBA office.
• The SBA office must respond within 5 days, confirming CoreTech’s eligibility for 8(a) award and authorizing the Agency to conduct negotiations.
• The Contracting Officer sends CoreTech the SOW and Request for Proposal.
• CoreTech submits technical and cost proposals to the Contracting Officer for evaluation.
• The Contracting Officer conducts negotiations with CoreTech.
• Upon completion of negotiations, the Contracting Officer prepares a contract award document and transmits it to CoreTech for signature.
• Upon receipt of the fully executed contract, the period of performance can begin based on the date stated in the contract.

What is a SWaM certification?
